
A development application has been submitted to Maitland City Council for a proposed manufactured home estate at 1064 New England Highway in Lochinvar.
This proposal is a new approach to more accessible home ownership for those who are traditionally locked out of the housing market including essential workers, younger families, and first-home buyers.

Maitland's population is projected to grow by 2.4% annually to 2041 - more than double the rate for NSW. Reflecting these projections, the Maitland Local Strategic Planning Statement and Maitland Local Housing Strategy 2041 prioritise diverse and affordable housing to meet the needs of a growing and changing community.
The current high costs impact people's ability to buy their own home, with many more people becoming long-term renters. This is particularly problematic for essential workers in healthcare, education, policing, and community services.
The proposal for 1064 New England Highway in Lochinvar will provide a more accessible price point into home ownership for many more in the community.
Generally, manufactured housing estates are designed for older cash buyers, often down-sizers. In fact, many have an age restriction of 55 years or older for at least one of the purchasers. This excludes younger buyers from entering this market.
The dwelling, manufactured off-site, is purchased and the land is rented, making it a more affordable housing option.
This proposal seeks to create a neighbourhood of both younger and older people and an inclusive, well-rounded community.

The proposed estate is located at 1064 New England Highway in Lochinvar.
There will be around 200 homes for purchase offering a range of 3-bedroom layouts across 95 – 100sqm. Each block of land will be between 236 – 250sqm, and each dwelling will have a front and backyard, and two car-spaces.
Pocket parks, a playground and open space feature across the estate. Recreation facilities for the community include a community building, a 25m pool and 4 pickle ball courts. There will be a community bus provided.
Engagement is critical to the project, and the views of the council, local residents and businesses will shape the final proposal.
